Deputy, civil governor, and poet, he directed the magazine País de Turismo, together with António Carneiro. His neo-romantic poetry, which strongly shows the influence of João de Deus, was, in his time, celebrated, especially for its lyrical-satirical aspects. According to Júlio Brandão, «its form is varied in rhythms and meters – undulating, musical, of perfect eurhythmy». And, according to Júlio Dantas, «the muses of Tavares, presided over by Rafael Bordalo, glorified him».
