Luís Arouca

Engineer, economist, and poet. He graduated with a degree in Civil Engineering from the Instituto Superior Técnico in 1957, and in Economics from the Instituto Superior de Ciências Económicas e Financeiras in 1967, and was granted equivalence to a Docteur du 3ème Cycle at the Institut d'Études Politiques of the University of Paris. A fellow of the Instituto de Alta Cultura during the academic years 1971–72 and 1973–74, he attended postgraduate courses at the London School of Economics and Political Sciences (LSE) of the University of London and seminars at the École Pratique des Hautes Études of the University of Paris. In 1977, he obtained a PhD in 'Economics' at the LSE, with a thesis titled 'On the Balance of Money Incomes and Expenditures of the Population in the URSS: A Survey of its Recent Methodological Evolution and its Main Problems Today'. At the Universidade Livre de Lisboa, where he was head of the Management Department, he taught courses on Comparative Economic Institutions, Economic Structures and Systems, and Industrial Policy. He was vice-rector and rector of the Universidade Autónoma de Lisboa. At the Universidade Independente, he has been teaching Economics and Politics courses and has been dean of the Faculty of Social and Human Sciences since its inception and rector since June 1994. He was a visiting professor at the Universities of Paris and London and is a member of several domestic and foreign scientific associations in the fields of Civil Engineering, Economics, and Management. He made numerous study trips, especially to the USSR and Eastern European countries. He has worked as a consultant for study and project offices and held management positions in companies of domestic and foreign private industrial and financial groups. Politically, he is a member of Liberal International and secretary-general of the political association Liberdade e Democracia, and promoted the launch of the PSDI - Partido Social Democrata Independente. He launched the weekly publication Liberdade and was one of the founders of RTI - Rádio Televisão Independente. He has published work scattered across various domestic and foreign newspapers and magazines, notably in the journals Técnica, Indústria Portuguesa, Economia e Finanças, and Liberdade. As a poet, he used the pseudonym Pedro Maurício de Annes-Caro.
